Internal notification system
according to Act No. 171/2023 Coll.
In connection with Act No. 171/2023 Coll., on the Protection of Whistleblowers (hereinafter referred to as the “Act”), OPTIMA RECRUITMENT EUROPE, s.r.o. is required, effective from December 15, 2023, to implement an internal notification system and provide protection for whistleblowers.
As of December 15, 2023, OPTIMA RECRUITMENT EUROPE, s.r.o. has established an internal notification system (“INS”) allowing employees to report possible unlawful conduct involving criminal offenses, administrative offenses punishable by fines of at least CZK 100,000, violations of laws, or breaches of other legal regulations or EU laws as defined in § 2, paragraph 1, letter d) of the Act.
A whistleblower is a natural person performing work or similar activity for OPTIMA RECRUITMENT EUROPE, s.r.o. under the scope defined by § 2, paragraph 3 of the Act. The company also accepts reports from other individuals.
Reports may be submitted by any of the following methods:

In writing by sending a letter to OPTIMA RECRUITMENT EUROPE, s.r.o., V Jámě 1371/8, Prague 1. The envelope must be clearly marked “DO NOT OPEN, FOR THE ADDRESSED PERSON ONLY.”
By phone at +420 739 571 561. Oral reports are recorded as audio; the whistleblower may refuse the recording, in which case a written record is made in cooperation with the whistleblower. Telephone reporting is available Mondays and Wednesdays from 1 to 3 PM.
In person at the office, V Jámě 1371/8, Prague 1, exclusively by prior written or telephone arrangement with the designated person. Oral reports are audio recorded unless refused, then a written record is made in cooperation with the whistleblower.
Reports made by other channels may not guarantee whistleblower identity protection under the Act.
Reports must include the whistleblower’s name, surname, and date of birth or other data allowing identification, unless the identity is already known to the designated person. Anonymous reports will not be considered.
The designated person responsible for receiving and investigating reports is Mr. Jaromír Kvapil.
This person is responsible for receiving, assessing reports, and proposing corrective measures. The whistleblower will be notified of receipt within 7 days and about the outcome within 30 days; this period may be extended by up to 30 days twice in complex cases.
The designated person must maintain confidentiality of all information and the whistleblower’s identity.
All materials related to reports are kept for five years.
OPTIMA RECRUITMENT EUROPE, s.r.o. commits not to take any “retaliatory measures” against whistleblowers as defined in § 4 of the Act.
Reports can also be submitted through the Ministry of Justice of the Czech Republic (see www.justice.cz).
Knowingly false reports may be subject to a fine up to CZK 50,000 as an administrative offense.
